Salary Recruitment Range: $88,187 - $110,000
Salary Grade: DT11

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Primary Purpose of the Position:

We are seeking a highly skilled and motivated Network Security Engineer to join our dynamic team. As a Network Security Engineer, you will be responsible for implementing, maintaining, and enhancing the security measures of our organization's computer networks and systems. You will play a critical role in protecting our sensitive information, ensuring the confidentiality, integrity, and availability of our network infrastructure.
Responsibilities include but are not limited to:
  • Develop and implement network security policies, procedures, and standards to safeguard the organization's network infrastructure.
  • Conduct regular security assessments, vulnerability scans, and penetration tests to identify potential risks and vulnerabilities.
  • Automate security and business job's to improve efficiency.
  • Monitor network traffic and security event logs to detect and respond to security incidents and intrusions in a timely manner.
  • Design and implement secure network architectures, firewalls, and intrusion detection/prevention systems (IDS/IPS).
  • Configure and manage security devices such as firewalls, routers, switches, and VPN concentrators.
  • Collaborate with cross-functional teams to ensure security best practices are integrated into the network infrastructure and system development lifecycle.
  • Stay up to date with the latest security technologies, trends, and vulnerabilities, and provide recommendations for continuous improvement.
  • Monitor and review released security vulnerabilities to determine if applicable to organization's network infrastructure and patch.
  • Investigate and analyze security breaches, incidents, and potential threats, and take appropriate actions to mitigate risks.
  • Participate in the development and testing of disaster recovery plans and business continuity strategies.
  • Maintain documentation of network security configurations, procedures, and incident response plans.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of cloud hosted server creation and manage, to include the maintenance and access restriction to file servers and services.
  • Knowledge and configuration of Windows and local Linux server firewalls to only allow the required access and refuse all other connections. Reviewing and implementing Firewall ACL's, ensuring only access to the appropriate infrastructure is allowed.
  • Knowledge of security software DLP and scanning tools, to ensure the software is up to date and patched. Using scanning software to create, schedule, and run vulnerability scans tailored to our environment. Confirm the vulnerabilities are applicable to our current environment and implement the required remediation.
  • Knowledge of DNS cloud security and ability to update configurations to implement access rules (whitelisting or blacklisting), monitoring, and reporting.
  • Knowledge of Cloud based networking configuration, monitoring, and reporting to include reviewing access and user data usage to ensure compliance with NCDOI policy.
  • Knowledge of security incident reviews and tracking to include checking Firewalls for unauthorized traffic, reviewing PCAPS and logs to build incident evidence.
  • Excellent analytical and problem-solving skills, with the ability to identify and resolve complex network security issues.
  • Strong communication and interpersonal skills to effectively collaborate with cross-functional teams and communicate complex security concepts to non-technical stakeholders.
Management Preferences:
Certifications such as CISSP, CEH, or CCNP Security.

Minimum Education and Experience Requirements

Bachelor s degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and three years of progressive experience in network engineering; or Associate degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and four years of progressive experience in network engineering; or High School or General Educational Development (GED) diploma and seven years of experience in networking or related area; or an equivalent combination of education and experience.
